Offset Obligation in Defense Projects: Schedule, Budget, and Performance Implications

Using the three criteria known as “Iron Triangle,” this study examines and analyzes ramifications effects of offset constraints on defense projects. Such projects, managed vis-à-vis governments international authorities, contend with a constraint that does not exist in other domains: offset, an obligation condition for sale products to purchasing government. The combines qualitative tools, ten semi-structured interviews conducted academics professionals, quantitative surveys sent project managers people employed leading Israeli manufacturing companies. In-depth analysis responses findings reveals risk must be any risk. Its influence is evident failure meet budgets. This finding points factor considered when preparing managing project, even more during early stages examining transaction, prior acceptance. present examined hypotheses, using chi-square tests independence, goodness-of-fit tests, loglinear Poisson regression analyses fluctuation charts.
